Captain Midnight arrives in Washington to demonstrate a new aircraft tracking device to the Civil Air Travel Commission, but his attention is diverted when he spots the infamous international crook Ivan Shark masquerading as a South American diplomat—stealing photographs of U.S. currency engraving plates. When Shark escapes and later uses counterfeit bills to purchase obsolete war planes, Captain Midnight uses his invention's radio signals to track the criminal to a secret desert hangar, only to discover that Shark has built a formidable private air fleet and plans to use it to overthrow the forces of law and order. Now trapped at Shark's mercy with his assistant, Captain Midnight must find a way out of an impossible situation.
