Amazing Mystery Funnies #1 (1938)

Noted scientist Dr. Eddy and his family are preparing to return to the States after a stint working in China. Sunny, his daughter, is attacked by agents but escapes by diving into the river. There she finds Brown, an American who had been sent to buy Eddy's new formula, tied up in a boat and robbed. They free themselves, and while the Eddys are being threatened by Oriental agents, Sunny swims across the river and brings back the harbor patrol boat.
