Detective Sergeant Mark Fabion investigates a gang of vandals causing destruction throughout the city. When a young boy named Buddy goes missing while investigating the vandals' activities, Fabion and his partner Kenny search the neighborhood haunts. They track footprints and physical evidence to identify the culprits, including a suspect named Bill Scanlon with a criminal record, ultimately uncovering that the robberies and vandalism are connected to financial desperation—specifically a man named Leonard Thomas who is behind in mortgage payments and has pressured others into crime.
