The issue contains at least two stories. "The Cyclone" features a tornado-powered vigilante who strikes at crime with hurricane force and speed, moving with the swiftness of the wind always on the side of law and order, as seen when a fishing boat sails into port. "Wings Bordon" follows America's ace aviator Wings Bordon of the U.S. Army as he tests a new lightweight bantam fighting ship for the military while mysterious enemies observe his operations, leading to action involving a kidnapping plot. "Dick Blaze, Five-Letter Man at Yardley" depicts college athlete Dick Blaze competing in an intercollegiate fencing tournament, where he witnesses two college men discussing a murder plot involving killing someone named Todd with a rubber button off a foil, prompting Blaze and his coach to intervene.
