The genesis of the series traces to writer Roger Stern and editor Mark Gruenwald, who conceived the idea at a comic convention in Georgia circa 1983 as a practical solution to roster congestion in the main Avengers title — too many fan-favorite members, not enough page space. Artist Bob Hall, who had prior experience drawing Avengers, was brought on to pencil, with Brett Breeding on inks, Julianna Ferriter on colors, and Joe Rosen lettering; the whole production operated under Editor-in-Chief Jim Shooter. Stern used the 'Marvel style,' providing detailed plots before full scripting once Hall's pages were in. Crucially, Stern's original intent was for the West Coast team to remain a secondary presence that he could fold back into the main Avengers book when needed — the decision to hand the ongoing series to Steve Englehart, rather than Stern himself, forced Stern to substantially rework plans he had already laid for those characters, a creative friction that Marvel SVP Tom Brevoort later called part of the title's 'somewhat difficult birth.'
