A sudden increase in unregulated sledding by the local penguins, seals, etc. makes walking hazardous for Chilly and other pedestrians. Using an abandoned snow plow left by a polar exploring expedition, Chilly carves out a frozen freeway of slick ice for the sledders to stick to. Trouble brews, however, when Sharky the Shark tunnels into the water-adjacent freeway to ambush and snack on the sledders.
