Mickey and Goofy are in the middle of a sea cruise aboard Goofy’s war-surplus tugboat, the Phoebe B. Beebe, when Black Pete and his salvage ship, the S.S. Foulbottom, suddenly appear. With Pete’s ship closing in and the tugboat in danger of being rammed, the Phoebe B. Beebe unexpectedly veers off course and gains speed—towed by a mysterious submarine bound for an unknown destination.
