While Mickey and Goofy are testing out Goofy's war-surplus tugboat, the Phoebe B. Beebe, on a sea cruise, they encounter their old enemy Black Pete and his salvage vessel the S.S. Foulbottom. Disabled and about to be rammed by Pete's much larger ship and sunk, the Phoebe B. Beebe suddenly turns out of Pete's path and picks up sufficient speed to make a getaway. Our heroes find that they have been towed by a submarine, headed for an unknown destination.
