While Mickey and Goofy are out on a sea cruise, Goofy's tugboat, the Phoebe B. Beebe, gets its anchor stuck on scientist's secret submarine. Joining forces with their new friend Captain Grapple against their common enemy Black Pete, they proceed to explore the old pirate stronghold of Port Rancid, which sank into the sea during an earthquake hundreds of years ago.
