Set in nineteenth century Europe; Victoria Sellers was a spy for the kingdom of Hagl, working under the name "Chloe". Disillusioned with the people she worked for, Victoria fakes her own death and travels to Randall to start a new life. Complicating those plans are a young girl she finds abandoned in a park which she assumes guardianship of and a handsome Captain of the Guard for the Randall royal family who becomes enchanted by her.
