Due to his reputation, Sandra won't go out with Clem, but suggests he ask out Pam, who no one ever romances. Clem sends Pam a Valentine and Frank is angry that someone else sent Pam a card. He has a soft spot for Pam, but has been too shy to ask her out. Pam assumes that Frank sent the card, so Clem arranges for the two shy kids to get together. Sandra figures out that Clem actually sent the card. Seeing Clem is a big softie despite his reputation, Sandra agrees to go out with him.
