Tom travels to Hell where he learns that all human souls go to Hell where they are traded by demons like currency. Tom finds Jackie Estacado and reads the Devil's message to him. In doing so he gives Jackie hope, and Jackie is able to escape Hell. Tom now realizes that the Rapture gives him the power to grant or take away hope from those in Hell.
