A police officer named John Stephen goes undercover to infiltrate the Black Hand Council, a criminal organization, and is voted to be executed once his identity is discovered. Stephen is taken to a prison where he is held hostage, but manages to escape during a prison break attempt. Federal agents subsequently raid the criminals' hideout near Lee City, where they engage in a gunfight with gang members Poison Mike and Jimmy, resulting in the criminals' capture.
