The series was conceived as the second launch title of Jonathan Hickman's revamped Ultimate Universe line, with writer Bryan Hill — previously known for his Killmonger miniseries — and artist Stefano Caselli brought together under editors Wil Moss and Michelle Marchese. Hill publicly framed his approach around the world-building ambition of Frank Herbert's Dune and George R.R. Martin's A Song of Ice and Fire, aiming for a politically textured Wakanda embedded in a radically altered geopolitical Earth. Caselli had collaborated with Hickman on the foundational Ultimate Universe #1 one-shot, making him a natural fit to continue that visual language into the Black Panther series.
