Lawyer Ann returns to the slums where she grew up to help the people who live there. She is appointed to replace a City Councilman who died, and hopes to use her influence to have new housing constructed. But politician Derry and wealthy Londzo don’t want a bill introduced and promise to back Ann for a full term if she plays ball. Ann is swayed by the “important” circles she’s now moving in. When a block of slums collapses, Ann’s boyfriend Tom blames her for her betrayal. Ann submits the slum clearance bill and Tom comes back to her.
