The Teen Titans franchise had effectively gone dark with The New Titans ending in February 1996 after a long decline following the Wolfman-Pérez golden era. DC tapped Dan Jurgens — then best known for 'The Death of Superman' — to relaunch the property with a science-fiction-inflected premise rooted in the Zero Hour crossover event, which had de-aged Ray Palmer into a teenager as a consequence of chronal energy exposure. George Pérez, whose name was synonymous with the Titans brand, was recruited as inker for the first fifteen issues of the ongoing series, lending the relaunch institutional credibility; Titans Beat #1 preceded those issues as a promotional piece designed to introduce readers to the new premise and creative team before the ongoing launched in October 1996.
