Issue thirteen of Warren Ellis and Jon Davis-Hunt's ambitious 24-part series arrives with a cover that commands attention — a weathered, intense face fills nearly the entire frame, rendered in stark grayscale against a vivid red background, overlaid with cryptic red data readouts referencing "Thunderbook," "IO," "Majestic," and what appears to be surveillance or targeting crosshairs.
