The Phantom and Diana return by boat to the USA. The crew rescue a castaway, Tattoo Ted, who claims to have been lured into Melo Straits by mermaids. In the US, the media picks up the story and the real attackers kidnap the castaway. The Phantom and Diana travel to Melo Straits to find the man and are taken hostage in Fort Diablo. Diana pretends to join the gang but ends up left to die in the ocean. The Phantom escapes and saves Diana.
