Bursting through the billboard in defiant answer is the Creeper, wild-haired and yellow-suited, whose speech bubble cheekily exempts himself from the warning. It's a wonderfully theatrical setup for "The Last Ha Ha," written by Denny O'Neil with interior art by Ernie Chua and José Luis García-López.
