In "Election of Skulls," the Green Mask pursues Mr. Whiskers and his gang of criminals who possess a cat with mysterious powers, chasing them across rooftops and to a railroad station. Meanwhile, in a subplot involving a character named Hogan, a girl named Lillyan recounts how her father died and she was left as an orphan, leading her to hide in a cave where Hogan discovers her; Hogan then schemes to retrieve forfeited money from a Brazilian Panther's manager by sending a telegram to Spigot at the Western Union office. The issue combines action-packed superhero sequences with a crime scheme subplot involving the recovery of stolen funds.
