Casper receives a call for help from Algiers on his short wave radio. He finds that the sheik of Tamarana, Owadda Bubu, has been imprisoned by a man who has been made up to look like him and is taking his place. Casper helps him escape, but they are pursued by S.M.O.O.S.H.--Spy, Mayhem and Outrage Organization and Spook Hunters.
