A mysterious glaive arrives on Earth from space, and emits a radiation that leads to people acting in an agitated state, including Superman, Mister Terrific, Linda Park, Wally's co-workers, and a large group of super-villains. Wally is the only one who is immune from the glaive's effects, and as he tries to find a way to stop the affect on others, he encounters the being responsible for the chaos.
