Tex Farrell pursues a Native American outlaw who has broken through a frontier fort's barrier and escaped on horseback. After a fierce chase, Farrell catches the fugitive, but the criminal manages to evade capture by hiding. Later, Tex returns to his ranch planning to head to Canyon City, but discovers that outlaws have sabotaged a dam, causing a catastrophic flood that sweeps through the town and destroys much of it. As the disaster unfolds, residents seek shelter in higher areas while Tex witnesses the devastating consequences of the criminals' scheme.
