A mysterious figure releases rockets in South America, Asia, and Africa. The Law Legion splits with the Cosmic Ray going to South America. There he finds the rocket has released energy beings. With the help of Mercury Jones, who just happens on the scene, and behind the scenes help from Raymond Arthurs, the beings are defeated.
