Having successfully taken over the Enterprise, Picard and his officers must plan to run the ship with the crew members available to them. In need of a navigator, Picard appoints Wesley Crusher to Ensign, and assigns him to the position. Picard turns the captive Enterprise crew members still loyal to Jellico over to a penal facility whose administrator is loyal to Picard. The Terran Empire sends ships after the Enterprise in an attempt to recapture it. The Enterprise defeats the Empire ships, but quickly finds itself surrounded by Klingon and Cardassian ships.
