Frank Tieri conceived the series as a direct sequel to his own 2020 one-shot Ruins of Ravencroft: Sabretooth, which depicted Victor Creed's first encounter with Wolverine while both were entangled with Mister Sinister; The Dead Don't Talk picks up shortly after that humiliation, with Creed striking out on his own into the Five Points underworld. Tieri announced the project in September 2024 in an AIPT X-Men Monday interview, describing his intent to populate the setting with gangs that blended real historical New York street culture with Marvel's supernatural and science-fiction elements — steampunk, Frankensteinian horror, sorcery, and revolution-era mythology all coexisting in the same criminal ecosystem. Interior art throughout the series is by Michael Sta. Maria with colors by Protobunker Studio, while Tyler Kirkham supplied cover art for issue #2.
