Riggin' Bill volunteers for a Navy Yard Victory Garden project under the command of the stern Captain Raye, but things take an unexpected turn when vodka spills into his experimental batch of watermelon-coconut seeds. As the bizarre hybrid plants begin to sprout and grow with decidedly predatory behavior, Bill finds himself in increasingly hot water trying to keep the garden under wraps before the Captain discovers what's really happening in his backyard.

When Riggin Bill mistakes a Rear Admiral for an old acquaintance and gives him a playful shoulder slam, he lands himself in hot water with the notoriously stern Rear Admiral Cary Meback. Now confined to quarters and awaiting the Admiral's judgment, Bill sends an urgent letter home describing his predicament and hoping for a miracle—or at least some advice—before facing the consequences of his case of mistaken identity.

Riggin' Bill gets sweet on Penny Nichols, a trolley operator, and the two find themselves rushing a pregnant woman to the hospital through thick fog in her streetcar. What should've been a simple ride becomes an unexpectedly heroic dash, complete with collisions, spilled beer, and plenty of laughs along the way.
