"Riggin' Bill—That's Me!" is a series of letters from sailors serving during World War II, written to Annie Knight at a Brooklyn address. The first letter is from 1st Class Pvt. Bill O. Lading at Camp Victory, describing his recovery from an injury at the Brooklyn Navy Yard and his encounters with Miss Nova Kane, interspersed with humorous anecdotes about Navy life. The second letter is from Seaman Riggin' Bill at Waves Training Station in New York, recounting romantic misadventures and joking about his assignment to the new Waves program.
