The tag says it all — "Busted by Batman" — and Howard Porter's cover delivers on that premise with maximum tension: an armored Batman looms over both Red Hood and Arsenal, each getting a rough-handed reminder of who runs Gotham as a "Thank You for Coming to Gotham / See You Again Soon" billboard hangs in the background. There's a darkly comic energy to watching these two rogueish heroes get caught out in the Dark Knight's city, and it sets up "Gotham Born, Part Two" with real dramatic momentum.
