When a man is electrocuted at the Metro Steam Baths, the Judge investigates a seemingly simple murder—only to uncover that the victim's connection to a mysterious little black book points toward something far more sinister. Con-Victor, a shadowy figure operating an elaborate blackmail racket under an assumed identity, emerges as the key to the crime, forcing the Judge to trace a web of extortion and murder that reaches multiple victims. As the investigation closes in, the Judge must outmaneuver a desperate criminal who will stop at nothing to keep his secrets buried.
