Public Enemies #5 is an anthology of crime and adventure stories. "Vanishing Gems" follows a criminal named "The Cat" who steals jewels and flees across rooftops and through buildings while police pursue him, ultimately jumping into the water to escape capture. "The Mad Matador of Mexico" depicts a feared Mexican bandit named El Toro who emerges from the desert and engages in a thrilling bull fight before riding into town. A third story, told in prose, follows Rod Carpenter, a man who returns to an abandoned mining town after forty years in hiding to retrieve buried stolen money, only to be caught by the sheriff who has been waiting for him.
