"The Black Owl" features the masked vigilante rescuing a woman from a monster and pursuing the creature across a fairground, where he confronts gangsters in a gondola and fights to stop them from escaping. "Storm Curtis," illustrated by Ted O'Neil, is also featured in the issue.
