The Townsville Art Commission decides that a picture Bubbles drew is a great masterpiece and must be exhibited in the museum, where Mojo Jojo tries repeatedly to steal it. But when Bubbles finally gets the chance to tell everyone that they were looking at it upside down, they decide it is not a masterpiece after all.
