The cover by J. H. Williams III sets a striking tone with its bold red-and-blue palette — Nightwing swings inverted above a gothic rooftop in the upper panel, while the lower panels zero in on a masked, blood-spattered figure and the silhouette of a uniformed officer, all rendered with a tense, graphic-novel sophistication.
