Commissioner MacLean increases police presence in Haven, making things difficult for both Nightwing and the young people for whom Haven was built as a refuge. MacLean calls a press conference condemning the young people for vandalizing Haven, but Dick is able to reveal who is really responsible. Meanwhile, Heartless attempts to make an offer to Blockbuster, but Blockbuster is not appreciative.
