NewMen launched in April 1994 as an ongoing series under Rob Liefeld's Extreme Studios banner at Image Comics, co-created by Liefeld, Eric Stephenson, and character designer Jeff Matsuda. By issue #12 (March 1995), Todd Nauck had taken over interior pencils from Matsuda and was the primary artistic voice for most of the first twenty issues, with Lary Stucker on inks. Eric Stephenson scripted the entire run through this period, working with minimal direct involvement from Liefeld, which observers noted contributed to the series maintaining a more reliable release schedule than flagship Extreme titles like Youngblood.
