In "Puppets [Part 1]," Ms. Marvel confronts a mysterious threat as she tracks down strange, mind-controlled soldiers of Chilean origin who’ve been abducting powered women—leading her to the Beast, where she reveals she’s been hearing unsettling voices. Meanwhile, Arana defies her father’s orders to keep fighting, SHIELD recruits Initiative heroes like Machine Man and Sleepwalker to rebuild the Lightning Storm, and Sarah calls out Jonah for publishing a photo of Ms. Marvel with Wonder Man in the Bugle. The Puppet Master’s influence grows as he adds Arana to his collection, setting the stage for a dangerous game of control. Written by Brian Reed and illustrated by Aaron Lopresti, with inks by Matt Ryan, colors by Chris Sotomayor, and letters by Dave Sharpe, the issue features a cover by Greg Horn.

SHIELD fills out the depleted Lightning Storm roster with Initiative heroes, Machine Man and Sleepwalker. Sarah takes Jonah to task for publishing a picture in the Bugle of Ms. Marvel kissing Wonder Man. Ms. Marvel captures some strange soldiers of Chilean origin who seem to be mind controlled and who have been capturing women with superpowers. The Puppet Master adds Arana to his collection.
