Mildiou est un usurpateur qui, par la force, l’oppression et la malhonnêteté, s’est arrogé le titre du roi. La révolte du peuple a eu raison de lui et le roi légitime est de retour. Mildiou doit admettre sa défaite mais il ne peut s’y résoudre sans se désigner un dernier adversaire qui sera sa victime expiatoire. Au hasard de la foule, il choisit le plus faible, le plus inoffensif, le plus naïf : un lapin qui n’a rien demandé, le malheureux Lapinot.
