Reel Man tires of being a government project and escapes to upstate New York. A scientist working on a project to chemically change water into gas is doused with chemicals and dives into a cooling tank. When he emerges he has been transformed into a water creature that can control his physical form from ice to steam. The transformed scientist stumbles across Reel Man and starts a fight.
