The Masked Raider battles against a rancher named Rankin and his men who are attempting to block railroad construction through a mountain pass by using a snowplow train to create an impassable barrier. When Rankin's men ambush one of the Masked Raider's associates, the hero pursues White Star (the character's eagle) to track down the villain. The Masked Raider ultimately confronts and defeats Rankin in a dramatic encounter on horseback, preventing Rankin's scheme to halt the railroad's progress.
