CIA head Allus decides his best operative, Joshua McGann, has become undependable, and orders him killed; McGann strikes back by blackmailing Allus into leaving him alone. McGann's father & step-mother are killed on the orders of Sangiacomo, who she was trying to put away. Joshua discovers his father had been a costumed vigilante before WW2, and decides to inherit his secret identity. One mob witness is killed, and the other, Andrea Beck, is forced not to testify when her mother is kidnapped. Joshua becomes romantically involved with Andrea, then discovers the assistant D.A. is working with Sangiacomo! The Dreamwalker manipulates the mobster into killing the crooked D.A., and admitting it to the police-- allowing them to finally nail him for murder. Back home, Joshua is attacked by CIA agents, and at a meeting with his former boss, comes to an uneasy alliance.
