When Doom allows elections in Latveria he is narrowly defeated, to everyone's surprise. The new ruler, Serchev, soon calls on the Fantastic Four for help with the country's problems, including widespread protests. The heroes prove that Doctor Doom is behind all the trouble, planning to solve the problems he secretly created and be reinstalled as ruler.
