Lilo continues to do her best to take care of the four little monsters from Planet Turo, pretending that they are slightly strange "dogs" and enrolling them in obedience classes. When she learns that the monsters are just children who miss their monster parents, she returns to Turo with them and confronts the Grand Councilwoman, quickly finding herself in a sticky diplomatic situation that she has to untangle.
