In "Milênio: Parte II," Batman discovers that Gotham’s Commissioner Gordon has been replaced by a Manhunter when the seemingly deranged officer attacks him—forcing Batman to flee. Meanwhile, Robin defies orders by capturing the Scarecrow, only to find himself drawn into a deeper conspiracy. When the two heroes reunite, they follow the false Gordon to Arkham Asylum, where he intends to free the Floronic Man—one of the ten humans selected for the mysterious Millennium event.
