1883, aux Etats-Unis : William Blake n'arrive pas à commercialiser le Neptune, un submersible révolutionnaire qu'il a conçu, et les dettes s'accumulent. Au même moment se prépare une grande course entre New York et San Francisco, mais qui semble truquée au profit de la promotion du dernier steamer lancé par la compagnie Campbell & Fergus. Cependant, un client se présente pour le Neptune : le richissime Gunther von Stundendt souhaite réaliser une étrange expédition en mer des Caraïbes : le submersible appareillera le jour même du départ de la course.
