Dick Tracy rend visite à Mr Lamley, le président des Chemins de Fers B & H. Il lui explique l'affaire et lui indique que l'index trouvé appartient à Jojo Nidle le fameux bandits aux exploits innombrables. Mr Lamley lui explique qu'il s'agit d'un sujet préoccupant car les vols de marchandises deviennent astronomiques. Pendant ce temps, à l'extérieur deux silhouettes s'affaire au dépôt des Chemins de Fers B & H. Ils substituent les numéros de deux wagons en maquillant les numéros et changent les plombs. A la finale, c'est un wagon vide qui ira à Chicago tandis que le wagon plein de marchandises sera détourné sur une voie de garage. L'un des complices monte à bord pendant que le second par prévenir Jojo Nidle. Pendant ce temps Brighton Spotts s'inquiète car il pense que Dick va gâcher son enquête.
