Manuel Rossoff hires a confederate to build a bomb that he will plant in the building in Washington D.C. where the Committee on Un-American Activities keeps its evidence to be used against Rossoff. However, the Eye visits the scene in Manuel's home and has the villains tied up......in the same room that the bomb is scheduled to go off at noon!
