A rain-drenched Batman of the year 3001 stands defiantly in the foreground, red-eyed and battle-worn, while a massive armored figure looms overhead in the stormy darkness — its glowing bat-symbol chest piece making the threat uncomfortably familiar. The cover's tagline, "Predator… or Prey?!", sets an ominous tone for "Before the Storm!" as Howard Porter's cover art crackles with lightning and tension.
