The series is widely cited by collectors and historians as one of the most ambitious 'noble failures' of the so-called Great Archie Experiment of 1989–90, a concentrated burst of genre experimentation that also produced Jughead's Time Police and Explorers of the Unknown. The series was created by the writing-and-art team of Dan Parent and Bill Golliher, with inks throughout by Pat Kennedy and lettering by Pat Brosseau — all Archie house talents who collaborated on every chapter across the run. It debuted with a cover date of April 1990 and was published on a bi-monthly schedule, landing squarely inside the publisher's ambitious push to launch genre titles unlike anything in its existing line. CBR and other comics-history sources frame it as part of a coordinated 1989–90 editorial initiative in which Archie greenlit multiple unconventional concepts simultaneously; most were short-lived, with Jughead's Diner ultimately cancelled after seven issues, with the final issue even carrying an on-page note acknowledging the cancellation.
