Asked the question, the Phantom goes to the Chronicles to discover how the Jungle Patrol was formed for Guran. A 17th century Phantom attempted to directly challenge Redbeard, leader of the Sonloi Pirates, and was 1st forced to prove himself against Big Bart, then Salla, and then The Crusher. Finally battling Redbeard the Phantom prevails and orders all weapons be relinquished. He then orders the 4 losers, now his lieutenants, to each pick 25 of the most reliable pirates and rearm them. When the remaining pirates revolt he orders his men to stop them. They become the initial Jungle patrol.
