The cover of Hulk #2 (1999) says it all with its tagline "Small Town vs. Green Goliath — (Guess Who Wins?!)" — a snarling, muscle-bound Hulk bursts through a collapsing structure while a ring of blue-uniformed officers surrounds him, pistols and rifles trained on the gamma-powered giant from every angle. The odds are laughably lopsided, and Ron Garney's pencils with Dan Green's inks capture that raw, kinetic energy beautifully. "Holocaust in the Heartland!" promises a showdown with all the small-town tension John Byrne does so well, and this issue delivers the perfect cover to match that premise.
